WHAT
The Union Cabinet has approved the setting up of Indian Institute of Skills at three locations, Kanpur (Uttar Pradesh), Mumbai (Maharashtra) and Ahmedabad (Gujarat).
The National Policy on Skill Development and Skill India Mission was announced in 2015.
INDIAN INSTITUTE OF SKILLS
IIS was conceptualized to address the following issues:
- Inadequate overall capacity for skilling and acute shortages in critical areas on an average poor quality and employability of the skilling eco-system
- Low aspirational value associated with skill acquisition
- Lack of vertical progression pathways for vocational education
The vision behind setting up IIS is to build world-class skill training centres by learning from internationally renowned existing skill institutions.
IISs have the unique features that would make them different from the existing setup of Industrial Training Institutes (ITIs), Polytechnics, Advanced Training Institutes (ATIs) (which are now known as National Skill Training Institutes).
NATIONAL POLICY ON SKILL DEVELOPMENT AND ENTREPRENEURSHIP 2015
- The objective of the NPSD, 2015 is to meet the challenge of skilling at scale with speed and standard (quality). This policy will link skills development to improved employability and productivity.
- It will aim to provide an umbrella framework to all skilling activities being carried out within the country, to align them to common standards and link the skilling with demand centres.
- The national policy will also provide clarity and coherence on how skill development efforts across the country can be aligned within the existing institutional arrangements.
SKILL INDIA
Skill India campaign was launched in 2015 to train over 40 crore people in India in different skills by 2022.
Various initiatives under this campaign are:
- National Skill Development Mission
- National Policy for Skill Development and Entrepreneurship, 2015
- Pradhan Mantri Kaushal Vikas Yojana (PMKVY)
- Skill Loan scheme
- Rural India Skill
The National Skill Development Mission was launched on the occasion of World Youth Skills Day i,e. 15th of July 2015. The mission was launched for creating convergence across various sectors and different States in terms of activities relating to skill training. The scheme would be implemented through a streamlined institutional mechanism driven by the Ministry of Skill Development and Entrepreneurship (MSDE).
PMKVY is a flagship scheme of the Ministry of Skill Development and Entrepreneurship (MSDE). It was launched with the objective of enabling a large number of youths in India to take up skill training that is relevant to the specific industry, which would help them in securing a better livelihood.
The skill loan scheme was launched with an intent to support the youth willing to take up skill training programmes in the country. This Skill Loan Scheme replaced the earlier Indian Banks Association (IBA) Model Loan Scheme for Vocational Education and Training.
