National Creche Scheme

WHAT

National Crèche Scheme is being implemented as a Centrally Sponsored Scheme through States/UTs.

  • The scheme provides daycare facilities to children (age group of 6 months to 6 years) of working mothers in the community.

 

SIGNIFICANCE

Women working in the organized sector can avail daycare facilities for their children which their employers are obliged to provide under various legislations (Factories Act 1948, Mines Act 1952, Plantation Act, 1951, Inter-State Migrant Workers Act, 1980 and NREGA 2005 make provision of daycare mandatory).

 

OBJECTIVES

  • To provide day-care facilities for children (6 months to 6 years) of working mothers in the community.
  • Improve nutrition and health status of children.
  • To promote physical, cognitive, social and emotional development (Holistic Development) of children.
  • To educate and empower parents /caregivers for better childcare.

 

SERVICES

The scheme will provide an integrated package of the following services:

  1. Daycare Facilities including Sleeping Facilities.
  2. Early Stimulation for children below 3 years and Pre-school Education for 3 to 6 years old children.
  3. Supplementary Nutrition(to be locally sourced)
  4. Growth Monitoring.
  5. Health Check-up and Immunization.

 

TARGET GROUP

The scheme focuses on children of 6 months to 6 years, of working women in rural and urban areas who are employed for a minimum period of 15 days in a month, or six months in a year.

  • Drinking water and Sanitary Facilities
  • Food and Cooking Facilities
  • Equipment and Play Material

 

FUND SHARING

Fund sharing pattern under National Creche Scheme:

Amongst Centre, States/UTs & Non-Governmental Organisations/Voluntary Organisations for all recurring components of the scheme is in the ratio of

  • 60:30:10 for States,
  • 80:10:10 for the North Eastern States and the Himalayan States
  • 90:0:10 for Union Territories
