WHAT

The Union Minister of State for Development of North Eastern Region released the third issue of Newsletter of North Eastern Council (NEC) Shillong, Ministry of Development of North Eastern Region (DoNER).

 

NORTH EASTERN COUNCIL- SHILLONG

  • North Eastern Council was constituted as a statutory advisory body under the NEC Act 1971 (84 of 1971) and came into being on the 7th of November 1972 at Shillong.
  • It is the nodal agency for the economic and social development of the North Eastern Region.
  • The Council consists of eight States – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, and Tripura.
  • North Eastern council is aimed at removing the basic handicaps that stood in the way of normal development of the region.
  • The Council is normally expected to meet at least twice in a year.

 

NEC AMENDMENT ACT 2002

  • The NEC Act was amended by the Parliament in 2002.
  • The North Eastern Council (Amendment) Act, 2002 enjoined the NEC to act as a ‘regional planning body’.
  • The ‘North-Eastern Areas’ now means the area comprising the States of Assam, Manipur, Meghalaya, Nagaland, Tripura, Arunachal Pradesh, Sikkim, and Mizoram.
  • The Council now has as its members the Governors of the States mentioned above.
  • The President will nominate the Chairman of the Council and he need not be nominated from amongst the other Members.

 

NORTH EASTERN REGION VISION 2020

  • The North Eastern Region Vision 2020 Document was brought out by the North Eastern Council.
  • Seventeen thematic groups were constituted by this Ministry to develop specific action plans.
  • The vision document has a plan for major infrastructure projects in roads, railways, airways, power and telecom connectivity
