Skill India’s SANKALP Scheme

WHAT

SANKALP Scheme is to focus on the district-level skilling ecosystem through seamless convergence and coordination.

SANKALP – Skills Acquisition and Knowledge Awareness for Livelihood Promotion.

 

HIGHLIGHTS

  • It is a World Bank-supported Scheme.
  • It is implemented by the Union Ministry of Skill Development & Entrepreneurship.
  • SANKALP is an outcome-oriented centrally sponsored programme.
  • It has a special focus on decentralized planning and quality improvement.
  • It focuses on the overall skilling ecosystem covering both Central & State agencies.

 

AIM

  • The scheme aims to implement the mandate of the National Skill Development Mission (NSDM).
  • The scheme is aimed at institutional reforms and improving the quality & market relevance of skill development training programs in long and short term Vocational Education and Training (VET).

 

OBJECTIVE

  • Creating convergence among all skill training activities, both State-led and Government of India funded, at the state level.
  • Improving the quality of skill development programs through enablers such as building a pool of quality trainers and assessors, developing model curriculum and content, and standardizing assessment and certification.
  • Establishing a robust monitoring and evaluation system for skill training programs.
  • Providing access to skill training opportunities to the disadvantaged sections.
  • Creating industry-led and demand-driven skill training capacity.

 

FOUR KEY AREAS

Under SANKALP (Skills Acquisition and Knowledge Awareness for Livelihood Promotion) four key result areas have been identified viz:

  1. Institutional Strengthening (at National, State & District
  2. Quality Assurance Quality Assurance of skill development
  3. Inclusion of the marginalised population in skill development
  4. Expanding Skills through Public-Private Partnerships (PPPs).

 

WAY AHEAD

The Ministry has launched an award to promote skill planning at the district level, namely “District Skill Development Plan (DSDP) Awards”.
