In news:

National Testing Agency (NTA) is ready to conduct a joint admission test for 15 of the country’s central universities at the next university session.

 

Introduction

As approved by the Ministry of Human Resources and Development, the National Testing Agency, NTA is ready to conduct a joint admission test for 15 of the country’s central universities at the next university session. The common entrance test of the Central University was led by the Central University of Rajasthan before now. NTA ID also said it was in talks with other central universities to join the joint test. According to the National Education Policy Project, NTA will establish long-term processes that will facilitate admission to higher education programs and tests. in all the means of instruction.

 

National Testing Agency:

  • The NTA was created in 2017.
  • It has become one of the largest competitive testing agencies in the world.
  • Its mandate is to create a review system that is both scientific and in line with global standards.
  • It is registered under the Indian Companies Registration Act of 1860.
  • This will relieve the CBSE, AICTE and other agencies of their responsibility for conducting exams and now will perform:
    • JEE (Main)
    • NEET – UG
    • GPAT
    • CMAT
    • UGC – NET (stock market valuation)
  • The NTA is managed by its board of directors.
  • The government has appointed Vineet Joshi as the first director-general of the agency.
  • The agency will have a team of education administrators, researchers, experts, and evaluation designers who believe that scientifically designed and properly executed assessments can improve classroom teaching-learning processes from the country.
  • NTA’s assessments also aim to improve equity in India by ensuring that merit prevails in all selections.
  • The motto of the NTA is “Excellence in Evaluation”.
  • The director-general of the agency will be named executive director and will be appointed by the government.
  • The NTA will be chaired by a distinguished educator. He will be appointed by the Department of Human Resources.
  • After the initial phase, the NTA will be financially autonomous.

 

History of NTA:

  • The origins of the agency can be traced back to the 1992 program of action, linked to the 1986 National Education Policy, which referred to the achievement of common access tests for vocational and non-vocational programs at national level.
  • Its real start was in 2010 with a report submitted to the Ministry of Human Resources Development (MHRD) by a committee made up of some of the directors of the Indian Institutes of Technology (IIT) which recommended that the national testing agency be created by an act of Parliament.

 

Mission:

The mission is to improve the equity and quality of education by administering evaluations based on valid, reliable, effective, transparent, equitable and international research. Leading experts, psychometrics, and IT security and supply professionals will ensure that gaps in existing assessment systems are properly identified and addressed.

 

NTA Objectives:

The objectives of the NTA are:

  • Test of transparent, effective and international standards to assess the competence of candidates for admission and recruitment.
  • Undertake research on professional, educational and testing systems to recognize gaps in knowledge systems and take action to save them.
  • Identification of experts and institutions in the preparation of exam questions.
  • Production and dissemination of data, as well as research on education and professional development standards.

 

NTA Functions:

  • To identify institutions associated with the appropriate infrastructure of existing schools and higher education institutions that would facilitate online exams without affecting their academic routine.
  • Create a question bank for all topics using modern techniques.
  • Establish a strong R & D culture, as well as a group of experts in different aspects of testing.
  • Assist different colleges and universities in testing and provide training and advisory services to Indian institutions. Provide quality assessment services to academic institutions in India.
  • Develop an advanced test culture in India using national and international experience. Collaborate with international organizations such as ETS to achieve the same goal.
  • Perform any other tests assigned to you by the departments/departments of the Government of India / State Governments.
  • Implement reforms and training of school councils, as well as other organizations where test standards must be comparable to entrance exams.

 

Challenges NTA needs to anticipate:

The national testing agency announced by Jaitley will ease the burden of the shoulders of CBSE. The agency will now take care of all entrance exams, such as JEE, CTET, CAT, UGC-NET and others. The challenges are as follows:

  • Hackers: One of the biggest threats to the NTA, and even to all online agencies and organizations, are hackers. The NTA will handle some of the country’s most important entry exams. This means that you must ensure that no one attempts to access your systems and data by unauthorized means and for harmful purposes. Damage that can be caused if hackers even filter a test is difficult to estimate.
  • Technological Glitches: As with any new system involved, the NTA review system will also have to deal with early technological failures. Some of the tests he is responsible for are computer-based tests, which mean that any failure could negate the chances of many students taking the exam this year and entering their favourite universities. They could end up losing a whole year. The agency will have to carry out constant tests to make sure there are no technical problems.
  • Standardization of Content: Another potentially problematic problem is the standardization of the content. Since the organization will be responsible for a multitude of entrance exams, you will need to standardize these exams and introduce as much common content as possible, otherwise the workload you will have to complete for each exam will be too heavy.

  • The computer test may seem expensive at first, but it will be cheaper in the long run.
  • We need to train our teachers to ask the right kind of questions.
  • We need to examine the aspect of critical thinking.
