News Flash

According to an analysis of crime data of seven states- Haryana, Delhi, Madhya Pradesh, Uttar Pradesh, Chhattisgarh, Rajasthan, and Uttarakhand.

  • It is noted that nearly half the sexual offences cases are not being completed within the 60-day period.
  • The trial had been completed in only 4% of the 24,000 cases of sexual offences.
  • The analysis is collected by Investigation Tracking System for Sexual Offences.
  • There are already 664 dedicated special courts.

 

Background

  • Criminal Law (Amendment) Act, 2018 prescribed the time-limit for completion of the investigation.
  • The Empowered Committee on the Nirbhaya Fund approved the fund for setting fast-track courts across the country.

 

Reason for delay

In many states, the fast-track courts designated to handle rape cases are also handling other criminal cases.

 

Investigation Tracking System for Sexual Offences (ITSSO)

  • It is an analytics tool to monitor and track the time-bound investigation.
  • It is part of the Crime and Criminal Tracking Network and System (CCTNS) that connects over 15,000 police stations.
  • The ITSSO is meant for law enforcement agencies in the country.
  • The system is an online module available to law enforcement agencies at all national, state, district level.
  • It allows the state to undertake real-time monitoring and management for the completion of investigation in rape cases in two months.

 

Significance

The tool would greatly strengthen States’ ability for timely investigation and prosecution in rape cases.

 

Way Ahead

  • The safe city implementation monitoring (SCIM) portal will instil a sense of security in women in metro cities.
  • 18 States have come on board to set up the new courts, according to the Ministry of Women and Child Development.
  • Law and Justice Ministry to appoint judges and public prosecutors for them.
  • The projects are funded under the Nirbhaya Fund scheme.
