A new report that looks at the working conditions of police in India has been released.
- Report- “Status of Policing in India Report 2019: Police Adequacy and Working Conditions”
- The report is prepared and released by Common Cause and the Lokniti programme of the Centre for the Study of Developing Societies (CSDS).
Highlights
- It is one of the first attempts to scientifically study police performance and its interaction with the public.
- It is a rigorous study of the performance and perception of the police in India.
- The report covers close to 16000 respondents in 22 states on parameters like citizens’ trust and satisfaction levels, discrimination against the vulnerable, police excesses, infrastructure, diversity in forces, state of prisons and disposal of cases, etc.
Key Findings
- 28% of police personnel believe that pressure from politicians is the biggest hindrance in a crime investigation.
- The other obstacles cited were related to society, legal systems and internal working systems in the police.
- 38% of personnel reported always facing pressure from politicians in cases of crime involving influential persons.
- Nearly one third also reported “always” facing pressure from their seniors in the police force.
- 14% reported that they “always” faced pressure from human rights organisations/NGOs, judiciary and the common public in cases involving influential people.
- One in two police personnel surveyed feel that Muslims are likely to be “naturally prone” to committing crimes.
- 35% of police personnel interviewed for the survey think it is natural for a mob to punish the “culprit” in cases of cow slaughter, and 43% think it is natural for a mob to punish someone accused of rape.
- 37% of personnel interviewed feel that for minor offences, a small punishment should be handed out by the police rather than a legal trial.
- 72% of police personnel experience “political pressure” during the investigation of cases involving influential persons.
